Up to [LON-CAPA] / doc / build

periodic duties to be done now and in the long term

Describing the duties of someone maintaining and upgrading
the entire LON-CAPA specification.  This is not an
exhaustive list of duties, but is a general guide
for what tasks are commonly expected.

**** LON-CAPA files ****

update doc/loncapafiles/loncapafiles.lpml whenever
   * new files are added

**** System Dependencies ****

update doc/otherfiles/perl_modules.txt and
       loncom/build/system_dependencies/perltest.pl
       whenever
   * cpan packages get updated and/or
   * perl modules needed by the LON-CAPA code change

update doc/otherfiles/rpm_list.txt and
       doc/otherfiles/cd_rpms.txt
       whenever
   * RPMs get updated
   * RPMs are added to the expected LON-CAPA distribution
