Updated course manual to include sections on scantron exam and online exam.  Also, the section on slots was moved up near the section on setting parameters.

10/31/2006: Added the portfolio content for course.manual.texxml. The result should be in course.manual.pdf

Found missing closing bracket for a <tex> tag.  Fixed this and looked at new pdf output.  Realized that <tex output="" /> doesn't even work so I removed the <tex output=""> tags for now.  They weren't too important and I'll deal with re-enabling them after 2.0.1.

Added new help files and organized sections in manual such that the cc manual contains everything that my Training Guide contained.

Used usage.pl to find out which help files do not exist in the manual and added them.

Added more sections on exploring a LON-CAPA course for the first time and DOCS.  Still need to work through a few errors.

Added sections to the help manual.  The subsections link to both newly created tex files and existing help files.  The new sections added are:
	1.)  System Overview
	2.)  Help
	3.)  Logging In
	4.)  Setting Preferences

Oops, forgot this on the last commit. Course manager's manual texxml; describes how to
create and administer courses. Quite haphazard as it's just the help.loncapa.org entries
patched together.
