Write pod documentation on this script. Presumably this would be manified.
The installation script writers will need to decide if this script should
be automatically invoked at install time or added to the installation
documentaiton. Note that it is not necessary to run this script at update
time unless the user is upgrading from insecure to secure. So we probably
want to just ship the script and document it for updaters.

Code the cleanup function.
Add use lib '/home/httpd/lib/perl'
I have a chicken and egg problem that I can't figure out where this is with
without already knowing where this is... If there's a better way to ensure
that I get these libs. Plese let me know.

Added code to package up the certificate and mail it to a certificate manager.
Remaining work:
- Add Cleanup
- Add Pod documentation.
- Change debug value to 0 to make this less verbose.

Implement:
GenerateRequest - Generate the hostkey and the certificate request for
the host.
InstallKey - Install the host key, if necessary creating the
target directory.
Note that keys are locked down tight, even the encoded key. This is because:
- The encoded key's passphrase is 'well known'.
- The decoded key can be used to forge signatures certificates etc. and that would be
bad.

Implement the ReadConfig sub. This sub parses the apache config files
for the PerlSetVars and extracts:
SSLProgram - Path to the SSL utility command (openssl e.g.).
lonCertificateDirectory - Where certificates will be installed.
lonnetPrivateKey - Name of the private key file to produce.
SSLEmail - Email address of the certificate administrator.
