Corrected typo in rev 1.18 to allow again file decompression in CSTR

- Extraction of contents of archive files (zip, tar etc.) from a file
  uploaded directly to a course.
  - More descriptive feedback in case of problems during extraction of
    archive.
  - Add cgi.decompressed to env, with value of 'ok', if extraction was
    successful -- loncommon::decompress_uploaded_file() will later access
    this and include it as the first element in the array it returns.

- Add localization.
- Use LONCAPA::loncgi::missing_cookie_msg() to generate missing cookie message.

- look for the binaries instead of assuming we know where they are

- shorter and safer
- BUG#4439, filneams with spaces weren't working

- some more $ENV -> $env ceanups

- ENV -> env

- large number of roles would blow up the system call. (BUG#3044)

- match the extension only (was mishandling zip.tar)

Third time's a charm right? rewritten again, this time with the new implimentation, and now with buffered output for easy viewing

Tabinated, started to rewrite the reg'exps to be more sane, should be done soon

Ok, I re-wrote it, I am just saving my work, however, comments are appreciated... the refresh still needs a little work, and I need to remove a lot of debugging statements :0)

Fixed the last bug, thanks gerd, works great

This is the first version of decompression support, it works (it decompress's) however, on refresh I get 2 top frames in construction space, so I still have to fix that up.. any ideas?
