+   Arguments:
+       $nav_error  - Reference to scalar which is a flag to indicate a
+                      failure to retrieve a navmap object.
+       if $nav_error is set to 1 by scantron_get_maxbubble(), the

+       found in &navmap_errormsg().

+   Returns the maximum number of bubble lines that are expected to
