- Add rotation attribute to text tag for drawimage. Rotation value is the
  number of degrees to rotate the text, relative to the horizontal.
 - Only used if font attribute is set to freetype font (e.g., helvetica 12).
 - If set to a valid value will override the value for direction attribute.

- Modify changes in rev. 1.19 so freetype fonts will be  supported in font
  attribute for text tag included in drawimage.

- Replace use of LWP::UserAgent with LONCAPA::LWPReq so replication of
  content from /raw/ can include verification of the requesting server's
  client certificate (Apache/SSL used).

- Use lonnet::absolute_url() when adding protocol in randomlylabel.pm

randomlabel.pm did not replicate the file (part of Bug #1187).
Calls repcopy now. Delivers "broken" image if file could not be replicated
for some reason.
Side fix:
Users had problems with foo.GIF as background image. Made regular expressions
case-insensitive.

Better to log an error than to bring the httpd to its knees.

- now uses GD to composite/annotate
- Uses Image::Magick to read files other than png/jpeg

- Fixes BUG#947
- labels and images are placed correctly now.

- new, server side, handler based randomlabel image/text compositer
