1.1     ! raeburn     1: Configuring settings which apply to modification of existing user
        !             2: information (names, e-mail address, student/employee ID) forms a part
        !             3: of LON-CAPA identity management. Authors and Course Coordinators both
        !             4: have access to \char`\"{}Manage Users\char`\"{} which permits them
        !             5: to assign roles to users appropriate to the context. In addition to
        !             6: the ability to assign roles, the ability to modify existing user information
        !             7: may be conferred in this context depending on the target user's role(s).
        !             8: The types of user information which are modifiable in the different
        !             9: contexts is also configurable.
        !            10: 
        !            11: If you have chosen to permit users to self-create their accounts,
        !            12: you can also set which fields in their user records they may set,
        !            13: in cases where the corresponding fields retrieved from the institutional
        !            14: directory are blank. Users may receive different settings depending
        !            15: on their institutional status(es). Institutional status types available
        !            16: are the ones defined for the domain in a customized version of the
        !            17: \&inst\_usertypes() routine in the localenroll.pm module installed
        !            18: on the primary server in your domain.
