- Show appropriate user management help for the user's context (i.e., domain,
  author or course), and user's permissions (i.e., edit or view privilege).

    3: Course personnel with rights to create users in a course can approve or deny an enrollment request originally submitted by a user via the ``Self-enroll'' link displayed in the Course Catalog for courses configured to allow self-enrollment.
