changed wording, eliminating wordiness, changed some prepositions to fit, made a few punctuation changes

    2: A ``Critical Message'' is a message that will appear immediately after the
    3: recipient user logs in. The user must acknowledge receipt to continue; it
    4: is not possible to use the rest of LON-CAPA until they do so.

   14: screens (\textbf{Send message to user(s)}, \textbf{Broadcast message

   16: checkboxes, \textbf{Send as critical message} which sends this message as a critical
   17: message, and \textbf{"Send as critical message and return receipt"}, which sends the message as a critical message, but additionally returns a
   18: message to you as users acknowledge receipt of the message.
