Updating chap 10 of cc manual

    2: A ``Critical Message'' is a message that will appear immediately after the
    3: recipient user logs in. The user must acknowledge receipt to continue; it
    4: is not possible to use the rest of LON-CAPA until they do so.

    8: To send a Critical Message, do the following:

   22: checkbox \textbf{Send as critical message} which sends this message as a critical message. Selecting \textbf{Yes} in reply to \textbf{"Require return receipt?"} sends the message as a critical message, but additionally returns a
   23: message to you as users acknowledge receipt of the message.
