Add note that only Course Personnel can send critical messages, since
students can see this help file on the prefs screen (soon).

    2: A ``Critical Message'' is a message that will appear immediately after the
    3: recipient user logs in. The user must acknowledge receipt to continue; it
    4: is not possible to use the rest of LON-CAPA until they do so.

    8: To send a Critical Message, push the \textbf{COM} button on the remote
    9: to get to the Communication screen. On each of the message sending
   10: screens (\textbf{Send message to user(s)}, \textbf{Broadcast message
   11: to course}, and \textbf{Upload message to course}), there are two
   12: checkboxes, \textbf{Send as critical message} and \textbf{Send as
   13:   critical message and return receipt}.

   15: \textbf{Send as critical message} will send this message as a critical
   16: message. \textbf{Send as critical message and return receipt} will
   17: send the message as a critical message, but additionally return a
   18: message to you each time a user acknowledges receipt of the message.
