Updating chapter 11 of user manual

    2: By default, all users of a course can use the discussion features
    3: LON-CAPA provides. Only Course Coordinators have permission to disable
    4: discussion for a course. A Course Coordinator can also disallow
    5: resource discussion for specific roles or for specific users.
