Updates to a few files for the Course Instructor manual.

\label{Course_Disable_Discussion}
By default, all users of a course can use the discussion features
LON-CAPA provides. If you wish to block course discussion for certain types
of users, you can disable course discussion from the Course Environment.

As Course Coordinator, go to \textbf{PARM} from the Remote, press \textbf{Set
Course Environment}, and where it says \textbf{Disallow Resource Discussion},
enter a comma-separated list of role shorthands. For example, enter \textbf{st,ta}
if student and TAs are not allowed to discuss.

Don't forget to check the \textbf{Set?} field, and then press \textbf{Set Course
Environment}. Changes take effect when next entering the course.
