- add missing \label
- add errormessage generation to lonhelp.pm in case it does not find a label for
   the reference

- This should fix #3016, and make it easier to find these errors in the fututre

1: \label{Course_Set_Start_End_Date} 2: 3: Only Course Coordinators have the permissions to set the Starting 4: Dates and Ending Dates for a class. They can allow a class to start 5: before the beginning of the semester, or stay open after the end of 6: the semester.
