Added appropriate text from Training Guide to new files

You can change your language preferences from the Preferences Screen.
The default language is English. You can change the language of the
LON-CAPA system language, but homework problems will remain in the
language they were coded in. Changing languages is a new tool and
is not fully functional. This tool was put in place for testing purposes.
If you would like to help with a language that is not available from
the language list, please submit your suggestion through bugzilla.
