Convenince labels added to the top of each file to assist in creating
index-type help files for things like the XML editor screen (where
there's nothing to hook help to).

   14: To publish a resource, log in and choose your role to be an Author. Then
   15: click \textbf{CSTR} to go to your construction space. You should see something

   17: \textbf{Publish} button for the resource you wish to publish.%

   31: is the LON-CAPA user who owns the problem.
