Changed the way how to get the help page for the headline Course Announcements. Now the page uses the standard context help routine.

 $tk (epoch time for 00:00:00 on first day of the month) was already defined - no need to recalculate.

Removing use of Apache::lonlocal::getdatelocale() for 2.7.X.

Bugs: 5792 and 5798.
- Uses DateTime, DateTime::Locale, DateTime::Locale::Catalog.
- Disposition of events in calendar display now consistent with current time zone.
- Timezone in effect is displayed in Calendar header line.
- First day of week determined from date localization in effect.
- Extra empty row eliminated from end of calendar.

- Default date localization can be set for domain from Default auth/language/timezone section of Domain Configuration.
- Date localization can also be set for a specific course via "Set Course environement".
- When in course context, course-specific date localization applies (if set), otherwise default date localization of domain of course (if set).  In other contexts, date localization of domain of user (if set) applies.

- Currently date localization is only used to determine starting day of the week (for building calendar display).  Future uses might consider date order/format for display of dates.

- &timehash() and &maketime() routines in loncommon.pm modified to use time zones.
- &nextday() routine in lonannounce.pm modified to correctly identify next day.
- &getdatelocale() routine added to lonlocal.pm to retrieve date locale object.

Bug #5670: stop browsers from displaying cached "current" announcements

evb privilege - with this privilege users evade blocking of communication functionality defined by blocks placed by users with dcm privilege.

dcm privilege - this is now used to determine if link to block setting is displayed.

loncommon::findallcourses() now return a hash, where the keys are courseIDs instead of an array of courseIDs.  Places where findallcourses() was called - lonannounce, lonpickcourse changed accordingly.

loncommon::findallcourses() now reports courses for a user where the user's only role was a custom role.

lonnet::allowed() can now take a fourth optional argument ($role) which allows privs to be investigated for roles other than the user's currently active role

&blockcheck, &parse_block_record(), and &build_block_table() moved from lonmsgdisplay to loncommon, so they are available for evaluation of blocking state for other communication functions besides COM.

Each block record for a blocking event in a course is now a hash, with key=values of the hash being setter = username:domain of user who set block, title=event title for block, and blocks = hash of blocked features ('com','chat','boards','port','groups').

Backwards compatibility retained with previous : separated text for block record value.

- restroe the ability for course parameter to end up on the CLDR (BUG#5051)

display the fact that there is a deadline, etc.

Blocker bug #3308: it really does not matter if it is CURRENTLY daylight
saving time. Telling mktime that we don't know if is or is not daylight
saving time appears to work just fine.

Added &Apache::lonhtmlcommon::pjump_javascript_definition() because the
javascript function pjump was cut and pasted five times in the source
code and I just could not sleep at night if I had made it six.

Html cleanups - <form>...<table>...</form></table> is a little embarassing.

Starting to implement common header and color scheme for LON-CAPA handlers
(non-content pages).

Instead of <body bgcolor="#...."><h1>... call
