Bug #5528:
Explicitly send character encoding UTF-8 in outgoing e-mail to ensure correct character display in user's e-mail client:
- Notification e-mails
- Broadcast e-mails (DC)
- Helpdesk requests

Character encoding of special chars in e-mail subject still dysfunctional (as before)

- Bug 6333.
  Ensure that form element names for select boxes for institutional codes
  are always named Year, Semester, Department, Number, for consistency with
  names used in javascript to update select box items dynamically.

- Bug 5848.
  Assembly of institutional code from components conforms to order defined in
  localenroll::instcode_defaults().

Bug 6273 - Consistent menus (use generate_menu)
Reuse existing icons where reasonable. Some icons are only temporary - category fits though.

Use lonmsg::unpackmsgid() to split msgid for sentmail.  remove some unnecessary unescaping from lond.

Use packagemsg() and unpackagemsg() routines in lonmsg.pm to store and retrieve DC mail, and eliminate packagmail() and unpackagemail() routines  (no longer needed) from lonnotify.pm.

Unify storage of DCmail on domain's primary domain server

Improvements to echo_form_input() and addition of set_form_elements() to facilitate movement back through a multi-page form using breadcrumb trail.  This type of use is implemented in lonnotify.

Allow course owner to be selected as a role on 'Select audience' page.
Display users for whom e-mail addresses could not be identified on 'Compose Page'.
Convert returns to <br /> when displaying sent messages.

Domain roles now stored in nohist_domainroles.db file in /home/httpd/lonUsers/$dom on library servers in domain.  To be switched to storage on a single "primary" library server.

lonnotify::print_display_option_form() uses contents of nohist_domainroles.db to present choice of Domain Coordinators when selecting options for display of sent mail.

lond routines added for storage of broadcase dcmail.

Future consolidation of put/dump lond routines for domain-level db files is desirable.

Enhancement request 3339. Added ability to store e-mail broadcast to users, and to retrieve e-mail, flitered by time window and/or senders. Expanded use of breadcrumbs.  Improvements in display of e-mail receipt. Some work still required: add domain_roles_get() to lonnet; complete localization, complete work on breadcrumbs.

Saving my work. Untility for use by DCs to send e-mail to active users, classified by role, year, semester, department etc. Incomplete.
